There are lots of software for web designing. It depends on you which you like to use. Personally I like to use Adobe Dreamweaver CS5. Some of my friends use Netbeans 7.0.
I believe Adobe Dreamweaver is the best. you can code almost all programming languages. Also there are lots of built in javascript functionality which you may use to develop your site very quickly. Also you can add lots of add ons which you can integrate in you webpage just by a click.

It REALLY depends on what kind of Website you are trying to design.
If it's simple, you can use NotePad, if you know how to write HTML code, or WordPress, if you don't. If it links to your own internal Database files, look for WYSIWYG Apps that cost up to $ 200. If a full-blown eCommerce website, look for high-end Apps that could cost you $1000s of dollars.
Without knowing more about the kind of Website your designing, we can't tell you much more.
TIP: But, please re-post with a full description, and we'll try.
