My college offers Communication Design and they have told me it has both graphic and web design incorporated into it's teaching but it may or may not prepare me to be a web designer.
Please give me your advise. What's the best major to prepare for web designing?

You have a real challenge there because web design is made up of multiple disciplines:
- art (graphics, colours, images, etc.)
- business (you need to know what the purpose of the site is and how to design it to that business function)
- computer science (it's always good to know the technology behind the site you're designing)
I think the course you're considering is probably the best one. Art alone won't help you, and it's a small subset of business. And Computer Science is too much programming for web design.
